With reference to Mr. Lyttelton's Despatch No. 131 of the 23rd of June, 1905, I have the honour to transmit the enclosed copy of a letter from the Secretary to the Hongkong College of Medicine and to recommend that in view of Mr. Ng Li Ring's generous offer the sites referred to in Sir Matthew Nathan's Despatch No. 135 of the 19th of May, 1905, be granted free of charge to the Hongkong College of Medicine for the sole purposes of the erection of lecture rooms, laboratories, libraries, offices, dissecting rooms and anatomy lecture rooms in connection with the College, and for so long as the buildings erected on the land are used for the above-mentioned purposes only, and on the distinct understanding that the sum of $20,000 is expended on some of such buildings before the end of March, 1909, which will be in the beginning
